EIC Transition: Converting Research into Investable Innovation

The European Innovation Council EIC Transition programme is a targeted funding instrument designed to convert validated research into commercially viable innovation. EIC Transition Funding and Project Scope

EIC Transition provides grants of up to €2.5 million over 12–36 months. The funding scope is tightly defined to ensure progression toward investment readiness. Eligible activities include:

  • Advanced prototyping and system development
  • Technology validation in relevant or operational environments
  • Intellectual property strategy and freedom-to-operate analysis
  • Market validation, user engagement, and business model development
  • Regulatory and certification pathway planning

Understanding TRL Levels

Technology Readiness Levels (TRLs) provide a standardised framework to assess innovation maturity. EIC Transition is tightly aligned to this structure, requiring entry at TRL 3–4 and targeting exit at TRL 5–6.

  • TRL 3: Experimental proof of concept. Core principles observed and initial validation achieved under controlled conditions.
  • TRL 4: Technology validated in laboratory environment. Components integrated and tested at small scale.
  • TRL 5: Technology validated in relevant environment. Early system-level validation under conditions approximating real use.
  • TRL 6: Technology demonstrated in relevant environment. Prototype system tested with representative users or operational constraints.


Applicants must demonstrate that prior research has reached at least TRL 3–4, typically evidenced through experimental data, prototypes, or validated models. The EIC Transition project must then deliver measurable progression to TRL 5–6, supported by structured validation and user engagement. Misclassification of TRL is a common failure point; assessors expect explicit, evidence-based justification.

EIC Transition Assessment Criteria

Applications are evaluated against three core criteria: Excellence, Impact, and Implementation. High-scoring proposals demonstrate:

  • Strong linkage between prior research outputs and the proposed innovation
  • Clear differentiation from existing technologies, supported by evidence
  • Defined user need and credible market opportunity
  • Robust intellectual property and exploitation strategy
  • A team with both technical and commercial delivery capability


Assessors consistently prioritise commercial translation. Applications that remain academically focused without a defined route to market underperform.

How to Win an EIC Transition Grant

Successful Transition Grant applications adopt a dual-track approach: technical development alongside commercial validation. This includes early engagement with end users, structured IP positioning, and clear articulation of the route to market. The strongest proposals treat the project as a pre-commercialisation phase, not an extension of research.

Applicants should also demonstrate how the project will position the innovation for subsequent funding, particularly the EIC Accelerator, where blended finance of up to €17.5 million is available.
